ग्वालियर। मध्य प्रदेश के industrial map पर ग्वालियर तेजी से एक नए technology-manufacturing hub के रूप में उभरने की तैयारी में है। प्रस्तावित Gwalior Telecom Manufacturing Zone (TMZ) के लिए 24 कंपनियों ने करीब ₹5,500 करोड़ के निवेश प्रस्ताव दिए हैं। केंद्र सरकार के मुताबिक इस project से 18,000 से अधिक प्रत्यक्ष और अप्रत्यक्ष रोजगार अवसर बनने की क्षमता है। Press Information Bureau
सबसे नया development यह है कि Bengaluru में आयोजित तीसरे investors roundtable में telecom, semiconductor और electronics sector की कंपनियों ने भी रुचि दिखाई। सरकार के मुताबिक इस roundtable में करीब ₹700–800 करोड़ के संभावित अतिरिक्त निवेश पर चर्चा हुई, हालांकि यह राशि अभी companies की internal approvals और आगे की evaluation पर निर्भर है। इसलिए इसे अभी final investment commitment नहीं माना जाना चाहिए। Press Information Bureau
ग्वालियर में क्या बनने जा रहा है?
Department of Telecommunications और Madhya Pradesh Government ने जुलाई 2026 में India’s first integrated Telecom Manufacturing Zone स्थापित करने के लिए MoU किया था। Phase-I के लिए लगभग 170 एकड़ जमीन चिन्हित की गई है। Press Information Bureau
यह सिर्फ एक factory project नहीं है। सरकार की योजना यहां पूरा telecom-manufacturing ecosystem विकसित करने की है, जिसमें:
- telecom equipment manufacturing
- mobile और network components
- optical fibre-related products
- R&D facilities
- testing infrastructure
- 5G और future 6G technology ecosystem

₹5,500 करोड़ के निवेश प्रस्ताव कैसे आए?
Gwalior TMZ के लिए पहले Delhi और Mumbai में investor meetings आयोजित की गईं।
Delhi roundtable में लगभग ₹3,500 करोड़ के investment commitments सामने आए, जिनसे करीब 14,000 रोजगार अवसर बनने की संभावना बताई गई। इसके बाद Mumbai investors meet से करीब ₹2,000 करोड़ के अतिरिक्त commitments मिले। इस तरह cumulative figure करीब ₹5,500 करोड़ तक पहुंची। Press Information Bureau
20 सितंबर को Gwalior में proposed site का निरीक्षण करते समय केंद्रीय संचार मंत्री ज्योतिरादित्य सिंधिया ने कहा कि कंपनियों की interest उपलब्ध land से अधिक दिखाई दे रही है और जरूरत पड़ने पर project के लिए अतिरिक्त जमीन चिन्हित की जा सकती है। Press Information Bureau
Bengaluru meet से क्यों बढ़ी उम्मीद?
22 सितंबर को Bengaluru में आयोजित तीसरी investors roundtable में technology, semiconductor और telecom industry के stakeholders को Gwalior project के साथ जोड़ने की कोशिश की गई।
Official release के मुताबिक इस meeting में करीब ₹700–800 करोड़ के संभावित investment proposals पर चर्चा हुई। Companies आगे management approval और site evaluation जैसी प्रक्रियाएं पूरी कर सकती हैं। Press Information Bureau
यानी ₹5,500 करोड़ existing proposals से अलग यह रकम अभी potential pipeline में है, final commitment नहीं।
यह distinction investors और readers दोनों के लिए महत्वपूर्ण है।
सरकार कितना पैसा लगा रही है?
Phase-I infrastructure के लिए Central Government करीब ₹493 करोड़ की 100% funding support दे रही है। वहीं Madhya Pradesh Government ने करीब 170 acres land उपलब्ध कराई है और investors के लिए अलग-अलग incentives का framework भी रखा गया है। Press Information Bureau
Project को एक Special Purpose Vehicle यानी SPV के जरिए लागू करने की योजना है, जिसमें Madhya Pradesh Government की 51% और Department of Telecommunications की 49% equity होगी। Press Information Bureau
आपके लिए क्यों जरूरी है यह खबर?
अगर project planned scale पर आगे बढ़ता है तो इसका असर केवल बड़ी telecom companies तक सीमित नहीं रहेगा।
ग्वालियर और आसपास के क्षेत्रों में electronics suppliers, component manufacturers, logistics companies, packaging businesses, industrial services, housing और skill-training providers को भी नई business demand मिल सकती है।
सबसे ज्यादा ध्यान रोजगार पर है। सरकार ने project से 18,000 से ज्यादा direct और indirect employment opportunities बनने की संभावना जताई है। Press Information Bureau
हालांकि यह projected employment figure है। वास्तविक jobs इस बात पर निर्भर करेंगी कि कितने investment proposals ground पर factories और operational units में बदलते हैं।
MP के लिए क्यों बड़ा business opportunity?

Telecom manufacturing में cluster approach का फायदा यह होता है कि manufacturers, suppliers, testing facilities और R&D units एक ही geographic area में विकसित हो सकते हैं। इससे logistics cost, testing time और supply-chain coordination कम हो सकता है।
अगर Gwalior project सफल रहता है तो यह शहर की traditional economic identity को बदलकर उसे electronics और telecom manufacturing के बड़े centres में शामिल कर सकता है।
आगे क्या होगा?
अगला महत्वपूर्ण चरण companies को land allocation, approvals और actual project execution का होगा।
फिलहाल तीन बातें साफ हैं—land चिन्हित है, ₹493 करोड़ की Central support तय है और ₹5,500 करोड़ के proposals सामने आ चुके हैं। लेकिन सभी proposed units को operational होने में समय लगेगा। Press Information Bureau
इसलिए आने वाले महीनों में सबसे महत्वपूर्ण संकेत होगा कि इनमें से कितनी कंपनियां construction और production stage में पहुंचती हैं।
